In most countries, issues related to Internet Governance are listed on top of their security agenda. Still Yemen traditionally considers the Internet as an ordinary communication mean that has nothing to do with national security.

An information security expert pinpoints that Yemen has been an easy target for electronic terrorism and systematic criminal acts in the world of Internet due to the absence of legislative measures and Internet censorship.

 On one hand, when we evaluate the role of government in Internet Governance, we could conclude that it is almost very weak; if not completely absent. As for the equipment and software used by the government, they are all out-of-date and infected by malicious software. On the other hand, young people, who represent more than half Internet users in Yemen, are tech savvy with highly competent skills in information security. This imbalance between government tools and youth skills has exposed the government to several hacking attacks resulting in financial losses; which have been kept in secrecy. Had there been a specific unit responsible for information security accompanied by effective legislations on electronic crimes, such cyber attacks would have been mitigated. Worse still, there is no government strategy intended to take effective measures to handle this problem, except for some initiatives by private sector institutions and civil community.

A change could be done through adopting the decisions and recommendations of the Yemen National Dialogue Conference. The Conference is expected to come with a new approach of information security, in which it is recognised as a matter related directly to the national security. These recommendations shall also guarantee and respect basic human rights according to the international standards; including privacy, freedom of speech and freedom of expression. Furthermore this will have positive effect on other issues in Yemen related to security, sustainable development and social-culture.

Yemen is going through a situation where an independent communication institution and a national center of information security are urgently needed. To this end, some efforts have been done with the National Dialogue Conference to insure that Internet Governance is included on the agenda of its committees. Now there are some positive indications seeing that some committees have made recommendations on Internet Governance.

Finally, members of the National Dialogue Conference should realise they are planning the future of Yemen for hundreds of years since Internet Governance issues currently constitute an important part of people’s life.
